The &#8220;model&#8221; for this chapter is a practice specialising in building surveying, organised as a partnership with several professional fee-earning departments supported by specialist administrators.<br />
Smaller or larger partnerships in all aspects of surveying will hopefully find all that follows relevant; sole practitioners and departments within companies will have different needs. It is worth spending a moment highlighting these.<br />
The sole practitioner faces some special problems in financial management.<br />
Some are associated with the sheer lack of resources to apply to the routines of bookkeeping, billing and chasing debts, assessing and settling VAT and tax liabilities and keeping track of liquidity.<br />
Others relate to policies of pricing and work management to avoid &#8220;feast&#8221; and &#8220;famine&#8221;and to smooth out troughs in income.<br />
The sole practitioner is especially vulnerable to the effects of sickness or other absence and the financial management regime must provide sufficient cover for such factors.<br />
On a more positive note and the sole practitioner generally needs to care little about the financial decisions of his colleagues and how they might affect his income.<br />
His colleagues are usually subordinates with little, if any and spending authority and thus, many of the financial management needs of more complex organisations are eliminated at a stroke.<br />
Equally, costing and pricing decisions can often be made without recourse to complicated records.<br />
Simple income and expenditure (and cash flow) formulae are generally all that are needed.<br />
Doubtless the freedom from &#8220;bureaucracy&#8221; such as an accounts department is one of the reasons why individuals decide to practise on their own.<br />
By comparison and the problems of a department within a large corporation are more daunting.<br />
While it can be assumed that routine bookkeeping and other financial support services are readily available and questions of profit-making and pricing are likely to cause the surveyor difficulties. Take the question of profit making.<br />
A service department within a large company often operates simply as a &#8220;cost&#8221; centre since it works wholly within the company itself.<br />
Thus costs are accumulated (perhaps including overheads) but no revenue is earned by the department.<br />
The difficulty with this is that unless there are well-established efficiency measures for the services of the department neither it nor its users will know whether they are getting value for money.<br />
In these circumstances the department will be potentially vulnerable to subjective (and possibly erroneous) views on its performance.<br />
The solution lies in internal cross-charging (or feeing) mechanisms which are negotiable and subject to external comparison.<br />
This results in an &#8220;internal&#8221; income stream against which efficiency can be measured. Such a system raises special problems of &#8220;pricing&#8221;.<br />
Is the department a marginal service for which the overhead commitment is already made or is it to recover all its costs, including capital? The former might result in a totally false comparison with outside sources.<br />
The latter could force elimination of, or reduction in, a vital in-house facility.<br />
The principles and concepts outlined in this chapter will serve as an introduction to these issues.<br />
But it is vital to start the financial management debate with knowledge of the business you are in and not to presume that there are universal systems which suit every circumstance.</p>

Health authorities in malarious areas must work closely with engineers in projects involving water, and with agricultural authorities over the use of insecticides.<br />
Environmental management methods usually require a large workforce, are costly and are generally feasible only in townships and major commercial undertakings vital to the country&#8217;s economy, where they may prove more economical in the long run than the recurrent use of insecticides.<br />
However, local communities might achieve some of the simpler things like filling in small pools and keeping the edges of streams ditches and irrigation canals clear of vegetation as part of the &#8220;self-help&#8221; aspect of any health education programme.<br />
In its strict sense, biological control means the use of one plant or animal to control another and it exploits predator-prey and parasite-host relationships, either by introducing new predators and parasites or by artificially increasing the proportions of existing predators and parasites by their mass production and release.<br />
The WHO and through the Special Programme for Research and Training in Tropical Diseases, is actively promoting research on mechanisms of biological control.<br />
Its latest report lists two agents as likely to be widely used in the near future,Gambusio affinis , a fish that feeds on mosquito larvae, and Bacillus thuringiensis , a bacterium that kills mosquito larvae.<br />
G. affinis is a small (4.6 cm long) and surface-feeding minnow which originated in the United States and has been used for many years in many parts of the world to control mosquito larvae.<br />
It breeds rapidly &#8221; a single female may produce 200300 offspring in one year &#8221; and its mass production and distribution present few difficulties, although it does not thrive everywhere, is subject to disease and predation itself and may sometimes eat the wrong prey.<br />
Some 30 countries are using such fish and it has been particularly favoured in Iran and Afghanistan as part of their integrated control programmes.<br />
Bacillus thuringiensis var israelensis (BTI), otherwise known as serotype H-14 of B. thuringiensis , is a spore-forming bacterium that produces a crystal of toxic protein which paralyses the mouthparts and gut and destroys the gut epithelium of any mosquito larva that ingests it.<br />
The crystal seems to be the most important component, but mosquitoes may be killed by &#8220;bacterial septicaemia&#8221; whereby the bacterial toxin kills the insect but the bacteria subsequently resides and propagates in the environment and so affects further mosquitoes.<br />
Mass production on an artificial medium is now possible and for some formulations the endotoxin is extracted. Thus, in effect, BTI is a biological larvicide.<br />
After promising laboratory trials at the London School of Hygiene and Tropical Medicine, at the Institut Pasteur in Paris, and at several other important centres, BTI is now being tested in the field in many parts of the world.<br />
One of the problems still to be solved is the production of the right formulation to keep the BTI near the surface where anopheline larvae generally feed.<br />
Numerous other predators and pathogens (viruses, bacteria, protozoa, fungi and nematodes) are also being investigated and the following are ready for evaluation in the field:Poecilia reticula and Aplocheilus spp., fish that feed on mosquito larvae;Bocillus sphaericus, a spore-forming bacterium that attacks mosquitoes;Culicinomyces clavosporus , a fungus that kills mosquitoes; and Romano- mermis culicivorax , a nematode worm that inhabits and kills mosquito larvae.<br />
Since the 1950s laboratory and field research has also focused on the genetic manipulation of insects (genetic control) so as to render them sterile, partially sterile, more susceptible to conventional methods of control, or harmless to man.<br />
The impetus came from the successful eradification of the screwworm (Cochliomyia hominivorax ) by the United States Department of Agriculture (USDA), led by Dr E.F.Knipling, who reared the insects en masse and sterilised both male and female pupae by irradiation.</p>

Concern over whether the vessel could be made completely safe almost led to the board&#8217;s plans for a pressurised-water reactor being dropped altogether two years ago.<br />
The evidence is being written by Monsieur A. Vignes, from the French firm Framatone, which was recently awarded the initial design contract for the vessel.<br />
His proof of evidence, which is due to be heard within the next fortnight is, it transpires, being translated. Sizewell sideshows continue apace.<br />
In a typically grandiose gesture, CEGB chairman Sir Walter Marshall said on television that if the inquiry rejected the board&#8217;s case on safety grounds, he would resign &#8220;because it meant that the technical advice I have given to government in past years has been proved to be incorrect&#8221;.<br />
Significantly, perhaps, he did not say what he would do if the scheme was rejected on economic grounds.<br />
And, whatever the inquiry decides, Energy Secretary Nigel Lawson said that he believes Britain needs more nuclear power stations. Foreign Office to sit on research council<br />
THE BRITISH government has extracted a price for generosity in providing funds for the British Antarctic Survey (BAS).<br />
The Foreign Office has been given a seat at the Natural Environment Research Council, which funds the BAS.<br />
The FO&#8217;s assessor will have a say in how the BAS spends its money and will report back to the Foreign secretary on how useful the BAS is as a political presence in the Antarctic and the south Atlantic, This move, which clearly follows from Britain&#8217;s determination to outface Argentina in the region, brings a new political backdrop to the activities of scientists in the Antarctic.<br />
In November the NERC announced a 70 per cent increase in BAS&#8217;s 198384 budget to £9.7 millions. In 198485 a further £1 million will be added to the budget. After years of poverty, BAS is now able to intensify its scientific programmes.<br />
The new funds will be used to improve transport, including the purchase of two more aircraft and a small trawler and building a hard runway at the British Rothera base on the Graham Land Peninsula.<br />
Sir Hermann Bondi, chairman of NERC and says that Antarctic research, like space research and requires spending &#8220;an awful lot of money to get there &#8221; and that is where the science begins&#8221;.<br />
The funds will also pay for more research into the Earth and marine sciences, and for the study of the upper atmosphere (New Scientist , 18 November 1982, p 406).<br />
Bondi says, &#8220;The unique geophysical situation of the Grytviken (South Georgia) Faraday and Halley (both Antarctica ) bases provide opportunities to investigate scientifically exciting and fundamental atmospheric problems that cannot be studied elsewhere.&#8221;<br />
The BAS and Whitehall see these as areas of scientific merit and, even more importantly, of political and strategic and economic relevance.<br />
Extra Antarctic research will both enhance the British presence in the region and provide the information required to draw up conventions on fishing and mineral wealth.<br />
BAS and though a chartered, autonomous scientific body, is becoming increasingly an instrument of government policy.<br />
It maintains the sovereignty claims to the British Antarctic Territory and thus provides the basis for Britain&#8217;s prominent place in international decision-making on Antarctica. BAS also employs former service personnel who retain their military links.<br />
Service personnel can be used in Antarctic work without contravening the Antarctic Treaty of Washington, but they must be involved in scientific and not military work. The United states has a huge task force of some 500 army staff in Antarctica.<br />
Argentina employs 132 military people and 55 civilians in its Antarctic programme.<br />
A comparison of the average output per annum of scientific papers over the past four years is revealing.</p>

			<content:encoded><![CDATA[<p>A deep, circular tunnel to supplement conventional trunk mains was first mooted 34 years ago, but shelved for want of money.<br />
The idea was revived in 1984 by a Thames planning department report, which forecast that water consumption in its area would rise by 15 per cent between 1988 and 2006.<br />
Construction of the main began in 1987, but under government control, Thames was unable to plan ahead, never sure how much money it would receive the following year.<br />
&#8220;We couldn&#8217;t put in high-productivity systems without committing ourselves long term,&#8221; says Roger Remington and the company&#8217;s principal project manager. Now and though, it is easier to implement efficiencies.<br />
The purchase of four tunnelling machines for instance&#8221; for about £1 million each &#8221; makes the equipment a long-term asset rather than a one-off item on the contractor&#8217;s bill.<br />
The ring main, due to be completed in 1996, is the largest item in Thames&#8217;s £4 billion capital expenditure programme for the coming decade.<br />
Its budget, which will cover modernisation of treatment works and construction of new pump shafts, is £250 million at 1989 prices, &#8220;give or take a shilling&#8221;, Watts says. &#8220;But&#8221;, Remington adds, &#8220;we think we&#8217;ve got a bargain.&#8221;<br />
Because the 40 metre-deep main is pressurised by gravity it does away with the need to pump vast quantities of water &#8221; at great expense &#8221; across London from the Thames 10 miles west of the city.<br />
Its 80-kilometre, elliptical layout is designed to carry water for six million Londoners to strategically placed pump shafts, from which it can be drawn off into the local network.<br />
Thames is not saying exactly how much the system will save it, but it will cut electricity bills alone by about £5 million a year and reduce reservoir capacity requirements by a quarter.<br />
Rationalisation &#8221; four treatment works are to close &#8221; will free for development large sites at Stoke Newington, Surbiton and Hornsey.<br />
For Remington, a tunnelling operation is like a factory production line: the aim is to maximise the amount of tunnel dug during each shift by reducing the job cycle time.<br />
The ring main has already broken several productivity records: Fairclough dug about 38 metres of tunnel in one 12-hour shift and setting a world record for wedgeblock tunnelling (whereby the ground is supported with a ring of pre-cast concrete segments expanded by a concrete block). But it is also the riskiest form of land-based contracting.<br />
Boreholes and geological surveys may provide clues to ground conditions, but the only way to investigate a site thoroughly is to dig a tunnel.<br />
One night, miners hit a 60-metre lens of water beneath London&#8217;s Pimlico, an unlucky strike which added eight months to the operation.<br />
In another incident, workers became caught up in a forest of 50 metre-deep piles supporting a fourstorey office block in Park Lane.<br />
In late 1988, Fairclough came up against some of the worst tunnelling conditions its engineers had ever encountered, in sandy ground beneath Tooting Bec Common and south London. The tunnel suddenly flooded.<br />
Sensors behind the sealed bulkheads measured the water pressure at up to four bars, equivalent to a water depth of 40 metres.<br />
Tunnellers have worked under comparable pressure before, but never in such unstable ground conditions.<br />
&#8220;If we had lost a single segment everyone could have been killed,&#8221; Mackenzie says. &#8220;There was no blaspheming in that tunnel.&#8221;<br />
Unable to pump in compressed air to equalise the water pressure &#8221; the air pressure required would have exceeded legal limits &#8221; Fairclough and Thames had to find a machine that could operate under such conditions.<br />
Their search took them to six countries, with the contract finally going to Toronto-based Lovat.<br />
The delay knocked work back two years and swallowed about 4 per cent of the total project budget.<br />
Other unforeseen difficulties have taken a further 4 per cent, but Remington is confident the contingency reserve will cover it. Meanwhile, cost efficiency remains a priority.</p>

CHESAPEAKE BAY Has created over a period of about 17000 years.<br />
Twenty thousand years ago, at the end of the Pleistocene and the melting of North America&#8217;s last great ice sheet engorged what is now the Susquehanna River, which then enlarged the Chesapeake Valley.<br />
Some 10 000 years later, a rising Atlantic began to press the mouth of the Susquehanna back toward its source, forming an estuary &#8221; a partially enclosed bay where fresh and salt water mix &#8221; which took its present form about 3000 years ago. River and sea now coexist by the rules of a peculiar estuarine current.<br />
Every tidal day (just over 24 hours) the bay experiences two flood and two ebb tides.<br />
This twice daily peristalsis creates tidal currents every six hours, pushing sea water first north and then south.<br />
To the casual observer and the tide may seem to be the only movement of water in the estuary.<br />
But at the same time, fresh water from the Susquehanna and other northern and western rivers skims south across the top of the denser salt water.<br />
Friction between the two layers causes some mixing all along the length of the estuary, as does the gradual dissipation of the northern now of sea water as it nears the shallower northern bay.<br />
The heaviest mixing occurs at several points known as turbidity maximums (see map).<br />
The sum of this mixing is an overall estuarine now whose net progress, measured at points near the middle of the Chesapeake, averages about 1 km a day seaward &#8221; the sum of 9 km seaward and 8 km landward progress a day.<br />
It is complicated by intrusions, where sudden squalls or now from the bay&#8217;s 50-odd tributaries causes local mixing. The Earth&#8217;s rotation adds to the confusion.<br />
In what is called the Coriolis effect and the northward moving sea water is pushed to its right, while the southward fresh water moves to its right. Thus and the eastern shore is saltier than the western shore.<br />
This aquatic ferris wheel churns the Bay&#8217;s waters into a brackish and turbid soup &#8221; an inhospitable place for many types of life.</p>

LAST MONTH both the popular and the scientific press gave much publicity to the possible discovery of a subatomic particle and the so-called W. Physicists at CERN and the European centre for research in particle physics, had found in their highly sophisticated apparatus evidence consistent with the decay of a W particle (New Scientist, 27 January, p 221).<br />
The existence of the W, if confirmed, is a crucial step in the verification of the unified theory of the electromagnetic force and the weak nuclear force.<br />
But before too much champagne has been drunk, it is pertinent to ask whether the standard unified model is the only possible explanation of the experimental data.<br />
In the past, unification of phenomena that at first sight appear independent has signified great progress in physics.<br />
The classic example is the unification of electricity, magnetism and light (see Box).<br />
In a somewhat similar vein nuclear physics contains examples of processes that appear to have little in common, but which may be unified.<br />
An atomic nucleus, for example, can in certain circumstances emit a gamma ray, or high-energy photon, in a process called gamma decay; this is an electromagnetic effect.<br />
But a nucleus can in other circumstances emit an electron in a process known as beta decay, which occurs via the weak nuclear interaction (figure 1a). The two decays seem quite different.<br />
The strength of the electromagnetic interaction is much larger than that of a weak interaction, and the range of the electromagnetic force is much greater than that of the weak force.<br />
The probability of the beta -decay of a neutron into a proton, an electron and an antineutrino is given by the so-called fermi weak coupling constant,Gv .<br />
On the other hand and the electromagnetic interaction between an electron and a proton, which arises from the exchange of a photon between the particles (figure 2), is given by the product of electric charges of the particles and that is magnitude e 2 , where e is the unit of charge.</p>

Still and this was a tidy, interesting account of a clever gambit from the University of Florence.<br />
M did well with Manchester University&#8217;s Dr Baker too and showing a blindfold, ear-muffed child guessing compass bearings after being twirled in a rotating chair by a Lady Di look-alike. The results looked convincing.<br />
Equally important and the need for rigour in approaching a problem of this sort came across nicely.<br />
Why then omit to inform viewers that Baker&#8217;s other tests, involving bus loads of students direction-finding after tortuous, blindfold journeys, have been repeated in the United States with negative outcome? For real controversy last week one turned to the often uncontroversial Horizon.<br />
Other reviewers have commented on the harrowing realism of Madness on trial (11 April), which portrayed Mary, a schizophrenic who had murdered her mother, and followed her trial and psychiatric assessment.<br />
The risky formula of having Mary played by an actress, being interviewed by a psychiatrist playing herself, was an unquestioned success.<br />
More time should have been given to expert uncertainties and disagreements about the nature of the disease (reviewed as recently as last October by Solomon Snyder in The Lancet .<br />
Otherwise it was hard to fault this sensitive examination of the interface between mental illness and the law.<br />
The most telling passage, indeed, were those recapitulating the Ripper trial &#8221; which uniquely in recent years illustrated the harshness of that interface, for all our liberal decencies.<br />
Confronted with a murder charge, defence lawyers resolved to try for a verdict of manslaughter on grounds of diminished responsibility.<br />
The prosecution agreed, altering the charge to manslaughter because their psychiatrists too thought Peter Sutcliffe schizophrenic, But the judge insisted, in the public interest, on a murder trial.<br />
So the prosecution handed their expert witnesses to the defence, and pulled their evidence to pieces.<br />
Cross-examined, luckless psychiatrists found themselves cast as gullible fools tricked by Sutcliffe.<br />
As this programme made awfully clear and the atmosphere was not conducive of dispassionate assessment.<br />
Hilary Henson and sometime most dour frontperson, deserves high praise for writing and producing a superb Horizon . LETTERS<br />
Nuclear propaganda<br />
Your patronising attitude to CND (Comment, 7 April, p 2) is a sad contrast to your excellent Easter issue.<br />
You refer to &#8220;anti-nuclear propaganda&#8221; and CND&#8217;s failure to take &#8220;a reasoned line &#8220;.<br />
These statements betray either an ignorance or a distortion of both the tenor and depth of the publications that have emanated from the anti-nuclear movement in recent years.<br />
To call Duncan Campbell&#8217;s work on civil defence or the Cambridge University Disarmament Seminar&#8217;s Defended to death either propaganda or unreasoned is totally unfair.<br />
The description of the majority of demonstrators as &#8220;self-righteous prigs&#8221; is just silly.<br />
To accuse us of thinking we are the only ones interested in peace is to reiterate mindlessly a routine anti-CND slogan.<br />
Am I right in suspecting that perhaps all is not sweetness and light on this issue among the New Scientist team?<br />
You really do seem to be trying to have your cake and eat it; being anti-cruise, anti-Thatcher, anti-Foot, anti-SDP/Liberal Alliance and anti-CND-all at the same time!<br />
It is surprising that New Scientist should have convinced itself that the nuclear weapons policy of the SDP is &#8220;indistinguishable&#8221; from that of the government.</p>

Recipe for hypochondriacs<br />
Bernard Dixon (Forum, 24 February, p 534) may be interested to know that Jerome K. Jerome was a fellow sufferer.<br />
In Three Men in a Boat he tells how, having gone through a medical dictionary at the British Museum &#8221; to check if he had hayfever &#8221; he decided he had everything in the book except housemaids knee.<br />
Taking his troubles to his doctor, he was given a long prescription, which he presented to the chemist without first reading it. The chemist suggested he try the Co-op, or an hotel.<br />
The prescription read: 1 lb beefsteak, with 1 pt bitter beer, every six hours 1 ten mile walk every morning 1 bed at 11 sharp every night and don&#8217;t stuff up your head with things you don&#8217;t understand.<br />
I would suggest that Bernard Dixon, and any other hypochondria sufferers and try the prescription. It can&#8217;t do any harm.<br />

The article by Dennis Lendrem (&#8221; A safer life for the peeking duck&#8221;, vol 97, p 517) held no surprises. Why?<br />
Because it took anthropomorphism to the nth degree, Mr Lendrem&#8217;s conclusions may be summarised as follows:(1) When ducks sleep they close their eyes.</p>
